PICKEREL POND ASSOCIATION

ANNUAL MEETING MINUTES

SUNDAY, SEPTEMBER 5, 2004

The following Cottage Road residences were represented: Brennan, Cates, Dobson, Doucette, Ducey/Sakelakos, Felice/April, Harmon, Lightbown, Millett, Morin, Porter, Robinson, Ward. Joining us from across the pond were Steve and Michelle Reynolds.

· Paul Gregory, Maine DEP addressed the group. He covered what had been done to the pond, to date, and what we could expect would have to be done in the future to keep the invasive plants under control.
· Mr. Gregory brought along Maggie Shannon from the Maine Congress of Lake Associations. Maggie has a wealth of information and is willing to work with us. She told us that there was funding available, through grants and various agencies, and there are seminars available to help us identify plants in the pond. She suggested that we publicize our activities outward so that outlying communities will know what we are doing.

Following these presentations President Ward called the meeting to order. The following agenda items were presented:

· The by-laws were approved, as published, and previously distributed.

Minutes 2005-05-29

PICKEREL POND ASSOCIATION MEETING
MAY 29, 2005

Meeting was called to order by President Ward at 10:15 am.

Plowing Bill

We discussed the plowing bill for $2100 from Ricky Richardson. As we do not have that amount in our bank account Mike Ward is to contact Ricky Richardson and tell him that we will pay him $1500 now. It was decided to assess the 20 members of the association $30 each for the balance.

It was also decided that we would send a letter to non-members detailing how much money has been spent on the road, to date, ($2325 - which amounts to $58.12 resident) and ask them to pay their fair share or encourage them to join the association and pay the dues. Motion made and approved.

Seminar on Invasive Plants

Motion was made and approved to co-sponsor the Invasive Plant Patrol
Workshop sponsored by the Maine Congress of Lake Associations being held at the Waterboro Central Fire Station on Wednesday, August 24 from 3:30 to 9:00 PM. You are all encouraged to attend.

Pickerel Pond Association Web Site

Karl DeBisschop offered to look into the cost of creating a web site for our Association. He would be willing to design the site. Said the cost would be approximately $8/year. Motion was made and approved.

Dues for North Side of the Pond

Motion was made and approved that dues for the other side of the pond =
would be set at $15/year.

Karl DeBisschop suggested that we extend an open invitation to every =
resident on the pond to attend a meeting to be held July 9. This is to be a barbecue/pot luck meeting to encourage the residents to join in our effort to maintain a healthy pond. Emphasis it to be on the invasive plant situation and we will obtain flyers and man a Hydrilla table. Motion was made and approved Mike Ward is to contact Frank Carroll to see if we can hold this meeting at his site.

Paving Cottage Road

Mike Ward is to obtain cost of paving the road from Frank Carroll.

Minutes 2005-09-04

Meeting called to order by President Ward at 10:15 am. Mike welcomed members from across the pond into the association.

Motion made, seconded and approved to accept the minutes of the May meeting as published

Motion made, seconded and approved to accept the treasurer’s report, as distributed.

Motion made, seconded and approved to extend terms of officers from one year to two years.

Karl DeBisschop was nominated, seconded and elected to serve as president.

Glen Morin was nominated, seconded and elected to serve as treasurer.

Marie Doucette was nominated, seconded and elected to serve as secretary (she will serve one more year).

New Business

Marie Doucette gave a brief report on the invasive plant seminar, sponsored by the Maine Center for Invasive Aquatic Plants, held in Waterboro on August 24. She and Joan Morin attended and felt that is was very worthwhile. The sponsors presented a comprehensive slide show, including pictures of hydrilla in Pickerel Pond, followed by a hands-on portion where we were asked to identify the various aquatic plants, both native and invasive. Hopefully, more residents will attend future workshops.

Motion made, seconded and approved to have Mr. Richardson plow Cottage Road for the coming winter at a cost of $125/storm – same as last year.

There was discussion about grading the road this year and it was agreed that we would not as there were only a few bad spots. Mike Ward said that he would have a load of “reclaim” delivered to his home so that residents could procure some to repair the bad spots in front of their cottages.

Al Lightbown volunteered to revise the by-laws to incorporate Pickerel Pond Road residents, the dues structure and the new term specifications for officers. Al will distribute the revisions to the board for their review and, once approved, will be voted on at our next meeting in May, 2005.

Marie Doucette will contact Mr. Richardson about the cost of having a professional sign made banning ATVs, dirt bikes and snow mobiles from the road.

Marie Doucette asked who was responsible for the new Cottage Road sign posted at the end of Park Road. Jeannette Millett said that she had made it and put it up. Thank you Jeannette.

Karl DeBisschop was asked about the status of the Pickerel Pond Association web site. He said that it was near completion and he would have it finished shortly.

Glen Morin stated that some of the Pickerel Pond Road residents were concerned about joining the association. Wanted to know what the benefit was for them and expressed concern that we would be imposing restrictions. The consensus was that the prime goal of this association is to keep the pond healthy and free of invasive plants.

There being no further business to come before the meeting, motion was made, seconded and approved to adjourn at 11:40 am.

Minutes 2006-05-28

A meeting of the Pickerel Pond Association was held on Sunday, May 28, 2007 at the Porter cottage, hosted by President Karl DeBisschop.

Attending were Alan Brennan, Karl DeBisschop, Marie Doucette, Rusty Harmon, Arlene Levin, Alan & Christine Lightbown, Mike Matchen, Jeannette Millett, Cherie, Glen & Joan Morin, Janet & Peter Sakelakos, and Mike Ward.

The meeting was called to order by President DeBisschop at 10:15 am.

Secretary Doucette summarized the minutes from the Annual Meeting. Motion to approve was made, seconded and carried.

Glen Morin presented the treasurer’s report. Motion to approve the report was made, seconded and carried.

The revised by-laws were discussed. Motion was made, seconded and approved to accept the new Article V, “Association Liabilities”.

Article XIII, Dues, generated discussion about the dues structure and a motion was made, seconded and approved to table this article and send it back to the board for review. The other changes to the by-laws were mainly cosmetic changes due to the expansion of the membership to Pickerel Pond Road residents and will be taken up for a vote along with Article XIII at the September meeting.

Cottage Road is in sad need of repair and Mr. Richardson has quoted a cost of between $350/$400 to clean up debris along the roadside and grade it. Discussion followed. It was suggested that the road needed to have some gravel brought in to try to stabilize the erosion. A motion was made, seconded and approved to authorize up to $700 for this project. Marie is to contact Mr. Richardson and authorize him to haul in gravel and make the repairs, not to exceed $700.

Question was raised about the status of our web site. President DeBisschop stated that a web site for Pickerel Pond has been activated and can be accessed at http://www.pickerelpond.org.

There was discussion about having a sign made through the town stating “No ATVs, No Snowmobiles, No Dirt Bikes.” The consensus was that the sign would be expensive, would probably be torn down and would be a waste of money. Peter Sakelakos said that he would be willing to get 2-3 pre-printed signs and post them along the road. The motion was made, seconded and carried to have Tom procure and post said signs.

President DeBisschop stated that the members should be thinking about a possible replacement for the current secretary as she had stated that her term would be up at the end of the current fiscal year. Nominations for this office would be entertained at the September meeting.

Minutes 2007-05-27

PICKEREL POND ASSOCIATION MEETING

MAY 27, 2007

A meeting of the Pickerel Pond Association was held on Sunday, May 27, 2007, hosted by Marie Doucette.

Attending were: Steve Adams, Alan Brennan, Matthew & Maureen Carey, Gayle Chase-Negroni, Karl DeBisschop, Marie Doucette, Arlene Levin, Michael Marttchen, Christine Lightbown, Jeannette Millett, Glen & Cherie Morin, Bob Shyavitz.

President Karl DeBisschop called the meeting to order at 10:10 AM. Karl stated that he was going to contact the state regarding the condition of the pond and inquire about the state’s plans for monitoring the hydrilla problem.

There was general discussion about the condition of the pond and everyone seemed to agree that pond appeared to be in decent shape. The large amount of empty muscle shells, mentioned, appears to be caused by hungry critters rather than a pollution problem.

Motion made and seconded to approve the minutes of the September meeting. Motion carried.

Motion made and seconded to approve the treasurer’s report. After discussion the report was approved, as amended.

Old Business

Article XIII - Dues and Fees

The first paragraph shall read as follows:

“The fiscal year shall be from October first to September thirtieth of each year. All dues and fees shall be payable, in advance, by September 30 for the upcoming fiscal year. No member can vote on any association business unless their dues and fees are paid in full.”

New Business

Motion made, seconded and approved to donate $50 to the Maine Lakes Association.

Chris Lightbown reported that a new person had been appointed to man the boat launch. Chris is to let Marie know who the person is and a phone number where he can be reached. Motion was made, seconded and approved to contact the town about setting up a schedule for launching and removing boats from the pond. This would be beneficial for both the boat owners and the town.

It was moved, seconded and approved to not have the road graded as it seems to be in fairly good condition.

A concern was made about holding our meetings on holiday weekends. After discussion it was agreed to table this until the September meeting.

PICKEREL POND ASSOCIATION MEETING

SEPTEMBER 2, 2007

President DeBisschop called meeting to order at 10:10 am.

Motion made, seconded and approved to accept the minutes of the May 27, 2007 meeting, as published.

After discussion, motion was made, seconded and approved to accept the treasurer’s report, with corrections.

It was moved, seconded and approved to elect the slate of officers, as presented.

Old Business

Meeting dates. After discussion, it was moved, seconded and approved to leave our meeting dates to the Sundays of Memorial Day and Labor Day weekends.

It was moved, seconded and approved to authorize the board to spend up to $300 to incorporate the association.

New Business

It was moved, seconded and approved to authorize Rick Richardson to plow Cottage Road for the 2007/2008 season at a cost of $150/storm.

It was moved, seconded and approved to set the road maintenance fee for Cottage Road at $85. Dues to remain at $15 for all members.

The secretary was directed to check with the town and other local lake associations to look into the feasibility of scheduling a seminar on invasive plants next summer.

The secretary was directed to prepare and distribute a poster regarding the use of snowmobiles by Cottage Road residents and their guests, insuring that all respect property rights.

Patrick & Elaine Corcoran have volunteered to host the May 2008 meeting.

May 25, 2008

First order of business was to determine who would be hosting the September meeting. Mike Mattchen volunteered. Also, the Lightbown’s volunteered to host the May, 2009 meeting.
